The high-level meeting is expected to clear several crucial agendas aimed at improving the ease of doing business. Although the meeting was initially planned for mid-September, it had to be rescheduled due to international summits and administrative schedules.

During the major tax slab revisions last September, the primary focus was on providing relief to common consumers by lowering rates on daily essentials. Now, with consumers somewhat insulated from high inflation, the focus has shifted toward alleviating the pain points of the business community. Financial analysts believe that implementing these proposals will significantly benefit micro, small, and medium enterprises (MSMEs).

Proposed Overhaul in Input Tax Credit Rules

Input Tax Credit (ITC) provisions have always been a subject of intense debate among taxpayers. Under current norms, if a purchaser files their GST returns on time, they still face hurdles in claiming ITC if the supplying vendor fails to file their returns promptly. Often, honest buyers suffer due to fraudulent activities or defaults by third-party suppliers, which severely impacts their working capital.

Business associations have repeatedly argued that minor faults by few individuals should not penalize the entire trading ecosystem. Acknowledging this ground reality, the government and council members are exploring more practical regulations. The proposed changes aim to shield compliant businesses from technical glitches and bureaucratic delays in processing refunds.

Furthermore, provisions concerning e-way bills—mandatory for transporting goods across state borders or within districts—are under review. Streamlining these transport procedures will reduce transit delays and lower overall logistics costs, benefiting both manufacturing industries and end consumers.
