The high-level meeting focused heavily on organizing personnel quotas, salary allocations, and administrative frameworks for the year 2026.
The meeting brought together key officials from the Department of Internal Affairs, the City Inspectorate, and the City Police. State-Funded Personnel and Labor Contract Allocations
The Department of Internal Affairs presented a comprehensive report detailing the allocation of personnel and labor contracts funded by the state budget for 2026. The primary principle governing this distribution is adherence to the total staffing quota authorized by the central government. Officials stressed that organizational restructuring must proceed smoothly without disrupting ongoing public services.
City-level civil servant positions are primarily being determined based on current staffing levels as of September 15, accounting for expected retirements and recent administrative consolidations. Special attention is also being directed toward critical sectors such as education and healthcare, where personnel shortages require immediate remediation.
Strengthening Grassroots Security and Grievance Handling
In addition to staffing quotas, the committee reviewed proposals concerning allowances for personnel handling citizen complaints and petitions. Furthermore, the city police introduced a framework for establishing grassroots security and order protection teams across villages and residential neighborhoods, complete with structured allowances and night-shift benefits to ensure community safety.
