In a major relief for millions of mobile phone users across India, the Telecom Regulatory Authority of India (TRAI) has issued strict directives to telecom operators. The regulatory body has ordered companies to introduce short-validity voice and SMS recharge plans specifically tailored for low-income consumers and those who do not use mobile internet data.

For quite some time, telecom consumers have complained about the heavy financial burden of long-validity recharge packs that compulsorily bundle mobile data. Users who only require voice calling features were forced to pay for expensive data packages they never utilized. With TRAI's new amendments, private and public telecom operators must now diversify their prepaid portfolios.

Understanding the Need Behind TRAI's New Regulations

The regulatory intervention follows an extensive consultation process that began with the release of a draft amendment on April 7, 2026. TRAI received over 1,132 feedback submissions from various stakeholders and the general public, followed by an Open House Discussion (OHD) held on June 15, 2026. After thorough market analysis, the final regulations under the Telecom Consumers Protection (Thirteenth Amendment) Regulation, 2026 were officially finalized.

TRAI noted that following the 2024 regulations, the market availability of voice-only and SMS-only packs had shrunk significantly, leaving consumers with limited affordable choices. The new framework aims to correct this market imbalance and ensure consumer choice.

Impact on Consumers and Telecom Industry

The new guidelines mandate operators to offer at least one Special Tariff Voucher (STV) that renews on the exact same date every month. If a month lacks that specific date, the plan will renew on the last day of that month. Operators must also offer another STV with a slightly longer validity period.
