WhatsApp Business Rules Change: Delivery Updates And Messages To Cost Extra From October 1

Major Changes in WhatsApp Business Platform Pricing

Meta is introducing a significant pricing update for its WhatsApp Business platform in India. Starting October 1, 2026, businesses and large enterprises utilizing the advanced messaging infrastructure will no longer enjoy completely free service messages, marking a major shift in how corporate communication is billed on the platform.

This structural revision primarily impacts larger corporations, financial institutions, airlines, and e-commerce giants that integrate the WhatsApp Business API with their internal software systems to connect with millions of consumers simultaneously.

Previously, businesses could reply to customer inquiries within a 24-hour service window without incurring any charges. Under the updated framework, certain utility messages delivered within this window will now attract specific service fees, altering the financial dynamics for high-volume corporate senders.

Per-Message Charges Implemented by Meta

Under the revised guidelines, Meta has fixed the rate for utility messages, such as order confirmations and delivery updates, at approximately 0.115 rupees per delivered message, which translates to roughly 14 paisa after including an 18 percent GST. Promotional and marketing messages, including sale announcements, carry a much higher rate of nearly 86 paisa per message.

Authentication messages like One-Time Passwords (OTPs) are also priced at around 0.115 rupees per message plus applicable taxes. However, to ease the transition, Meta is offering the first 1,000 service messages every month free of charge for every registered business phone number.

Charges will strictly apply only upon successful delivery of the message to the end user's device. If a message fails to deliver, no fee will be deducted from the business account.

Impact on Everyday Users and Small Merchants

A primary concern among consumers is whether these corporate changes will affect their personal chats. Regular WhatsApp users can rest assured that personal messaging with friends and family remains completely free of charge.

Furthermore, small merchants and local shopkeepers who rely on the standard 'WhatsApp Business App' downloaded on their smartphones are entirely exempt from these new platform pricing rules. The policy strictly targets enterprise-level API integrations.

Consumers will continue to receive OTPs, banking alerts, and delivery notifications without having to pay anything to receive these messages or initiate chats with businesses.

Mandatory Deadlines and Payment Integration

Meta has instructed all participating businesses to link valid payment methods to their accounts by September 30. Failure to do so will result in the suspension of service message delivery starting October 1.

Additionally, the existing 72-hour free window for incoming messages generated via Click-to-WhatsApp ads or Facebook page call-to-action buttons will remain active, ensuring uninterrupted promotional engagement under specific formats.
