With the onset of the paddy harvesting season across northern and central India, concerns over stubble burning and the resultant air pollution have once again taken center stage. To tackle this challenge proactively, the central government convened a high-level review meeting at Krishi Bhawan, New Delhi.
The meeting was spearheaded by Union Minister for Agriculture and Farmers Welfare Shivraj Singh Chouhan and Union Minister for Environment, Forest and Climate Change Bhupender Yadav. Agriculture ministers and senior officials from key states, including Punjab, Haryana, Uttar Pradesh, and Madhya Pradesh, were also in attendance.
Ground-Level Enforcement and Practical Alternatives
The ministers emphasized that administrative machinery must step out of offices and work aggressively at the grassroots level, given the narrow window between harvesting and rabi sowing. District magistrates have been instructed to hold frequent review meetings and ensure strict monitoring.
Shivraj Singh Chouhan noted that merely telling farmers not to burn stubble is insufficient; the government must provide affordable and accessible alternatives. Crop residue can serve as organic manure or act as an additional source of income through bio-CNG, bio-ethanol, power generation, and animal fodder.
Rising Incidents in Some States a Concern
While Haryana and Uttar Pradesh have recorded notable declines in stubble-burning incidents compared to last year, Madhya Pradesh and Rajasthan have witnessed an uptick, prompting the Centre to urge special action plans in vulnerable districts.
Furthermore, Environment Minister Bhupender Yadav directed authorities to intensify ground patrolling and deploy flying squads during satellite gap periods, especially past afternoon hours, to keep a strict check on violators.
