Ensuring Transparency and Reliability of EVMs Before Elections
To ensure free, fair, and completely flawless democratic elections, the Election Commission of India has ramped up its administrative preparations. Recognizing that Electronic Voting Machines (EVMs) are the backbone of the voting process, the commission maintains strict protocols regarding their security and reliability. As part of this ongoing effort, the First Level Checking (FLC) of EVMs has commenced in various administrative districts ahead of upcoming assembly elections.
District election offices have arranged specialized zones within election warehouses to conduct these inspections. Authorized technical experts and engineers are working diligently to inspect every single voting unit, control unit, and VVPAT machine. This foundational administrative step is crucial for establishing complete trust among voters and political stakeholders before the official polling dates are announced.
Technical Inspection by Authorized Engineers
The FLC process is a highly specialized technical procedure. Authorized engineers and master trainers from manufacturing companies such as Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited (ECIL) are deployed to carry out comprehensive physical and technical evaluations of the machines.
During the inspection, engineers meticulously check the internal circuitry, software components, motherboards, and display units of every machine. Mock polls are also conducted to verify whether each button press registers correctly and accurately without any delay or technical discrepancy.
Removal of Defective Machines from the Electoral Process
A primary objective of the FLC process is to filter out any machines that fail to meet strict quality and functional standards. Any EVM found with even minor technical flaws or hardware issues during the inspection is immediately labeled, separated, and removed from the active inventory.
These defective machines are securely isolated and sent back to manufacturing facilities or disposed of according to standard commission protocols. Only those machines that pass every technical parameter successfully are cleared and sealed for subsequent deployment in polling booths.
Active Participation of Political Representatives and Video Surveillance
To maintain absolute transparency, the entire FLC procedure is conducted under high-definition video surveillance and strict administrative oversight. Furthermore, authorized representatives of all recognized national and regional political parties are formally invited to witness the inspection process firsthand.
Political representatives examine the sealing process, verify serial numbers, and ensure that all guidelines set by the Election Commission are strictly followed. Once the FLC process concludes successfully, the verified machines are cleared for the subsequent stages of the electoral calendar.
