To make recruitment processes more transparent and fair, administrative authorities have introduced clear amendments to the existing rules. Expanding upon the provisions previously applicable only to SC, ST, and OBC candidates, the government has now extended this framework to include several other important categories.

According to the notification issued by the personnel department, the 'own merit' rules have been clearly defined for ex-servicemen, their dependents, wards of freedom fighters, persons with disabilities, outstanding sportspersons, and candidates from the Below Poverty Line (BPL) segment. This ensures that if any candidate from these groups clears the general cutoff without taking any special concessions, they will be allocated an unreserved seat rather than occupying a reserved quota slot.

Strict Standards to Avail the Benefit of 'Own Merit'

To qualify for an unreserved seat under these revised provisions, candidates must meet stringent benchmarks equivalent to general category applicants. The notification specifies that anyone who has availed relaxations in age limits, experience requirements, minimum qualifying marks, or any other special administrative concession during the selection process will not be classified as an 'own merit' candidate.

Such candidates will continue to be counted within their respective reserved quotas. This measure is designed to uphold absolute merit and transparency throughout every stage of public recruitment, ensuring that the integrity of the selection mechanism remains intact.

To provide robust legal backing to these amendments, the government has cited landmark judgments from the Supreme Court. State of Uttar Pradesh, where the apex court ruled that meritorious reserved candidates should be adjusted against open category seats.

Directives Issued to All Departments and Recruitment Agencies

With these revised rules now in place, administrative machinery has streamlined implementation protocols. Copies of the notification have been dispatched to all administrative secretaries, department heads, divisional commissioners, and deputy commissioners, as well as universities, boards, and public sector undertakings.
