New mandate for activating ration cards in Uttar Pradesh
The Department of Food and Civil Supplies in Uttar Pradesh has introduced a significant compliance requirement for beneficiaries who have recently applied for or received new ration cards. While securing a physical or digital ration card has traditionally been viewed as the final step in accessing subsidized food grains, the administration has now added a vital prerequisite for activation.
According to the updated guidelines, merely possessing a newly issued ration card does not guarantee immediate distribution of wheat, rice, and other essentials. Beneficiaries must complete an e-KYC (electronic Know Your Customer) process to transition their newly generated card from a dormant state to an active one. This measure is designed to eliminate leakages, prevent fraudulent claims, and ensure that PDS benefits reach only genuine households.
The step-by-step verification process at fair price shops
To make the compliance seamless, the government has decentralized the verification process. Citizens who have received their new cards are not required to visit government offices; instead, they can visit their designated local fair price ration shop. Every licensed dealer is equipped with an electronic Point of Sale (e-PoS) machine linked with biometric databases.
Cardholders are advised to carry their Aadhaar cards along with the identification documents of all family members listed on the ration card. The dealer will use the e-PoS device to perform biometric authentication against the Aadhaar database. Once the fingerprints are verified successfully, the system flags the card as active, clearing the path for regular monthly quota distributions.

Addressing pending applications and ensuring transparency
Across various districts in Uttar Pradesh, thousands of fresh applications remain under administrative review. Local supply inspectors conduct ground-level verification before forwarding files to district authorities for digital approval. Once eligibility is cleared, cards are printed or generated online.
However, administrators emphasize that issuance and activation are now distinct phases. The integration of mandatory e-KYC ensures absolute transparency in the Public Distribution System, safeguarding public resources and reinforcing accountability at the grassroots level.
