A Historic Step for Teacher Training and Research Institutions in Uttarakhand

The state of Uttarakhand is preparing to give a new direction to school education and significantly strengthen the teacher training system. A separate and independent cadre is now being created for the State Council of Educational Research and Training (SCERT) and District Institutes of Education and Training (DIET). This major administrative shift is expected not only to improve the functioning of these premier research institutions but also to alleviate the ongoing shortage of teachers in regular schools.

For a long time, it was felt that running these training institutions and academic research centers efficiently required dedicated staff. Under the current system, teachers and officers from the secondary education department were deployed to these institutions through deputation or transfers. However, the government has now decided to overhaul this process completely.

Green Light from Personnel and Finance Departments

As part of this administrative development, the proposal to form a separate cadre for SCERT and DIET has received official approval from the state's personnel and finance departments. After resolving all administrative formalities and objections, the proposal will soon be presented before the state cabinet for final approval. Once cleared by the cabinet, a new era will begin for these institutions in Uttarakhand.

SCERT Director Bandana Garbyal shared that the proposal for a separate cadre had been in process for quite some time, and objections raised at various levels have been duly settled. The rules and regulations are currently being finalized at the governance level, which will greatly enhance the efficiency of these institutions in the future.

Relief from Teacher Shortages in Secondary Schools

Under the previous system, staffing SCERT and DIET heavily relied on the secondary education department. Teachers were regularly transferred from secondary schools to handle training and research duties, even though the secondary education department itself was struggling with a severe shortage of teachers. To keep regular classes running, over 4,000 guest teachers had to be deployed across various state schools.

When regular teachers were pulled away from their primary schools for academic research or administrative training, children's education suffered directly. Recognizing this ongoing crisis, the government formulated the concept of an independent cadre to establish a proper balance between school teaching and specialized training.

Direct Recruitment and Structured Posts Under New Rules

With the establishment of a separate cadre and new regulations, recruitment and deployment processes at SCERT and DIET will change completely. A new and independent service rulebook will be created, facilitating direct recruitment of teachers and officers into these institutions. According to the drafted framework, SCERT will feature professor-level positions, while DIET will comprise lecturer and principal-level posts.

Experts believe that this specialized recruitment process will promote high-quality research and training in the education sector while providing talented youth with direct career opportunities in prestigious institutions. Administrative analysts note that this decision will positively impact Uttarakhand's educational landscape for years to come.
