The political landscape in Uttarakhand has witnessed a fresh surge of tension centered around the Special Intensive Revision (SIR) of the electoral rolls. The main opposition party, Congress, has raised serious concerns regarding the transparency and execution of the voter list revision process by the election authorities. The core of the dispute revolves around allegations that notices concerning the removal of names through Form-7 were dispatched in several assembly constituencies even after the official revision process had concluded and been locked.
The All-Party Meeting and Subsequent Discrepancies
The controversy gained momentum following an all-party meeting convened by the election commission, where data regarding the SIR process was shared with political representatives. According to Rajendra Bhandari, the state general secretary of organization for Congress, the commission had assured attendees that the data was being locked and final figures would subsequently be made available.
However, when the party's internal war room analyzed the updated data, they discovered an anomaly. In at least three specific assembly constituencies, approximately 8,000 voters had reportedly been issued Form-7 notices after the window for raising objections and claims had already expired. This prompted the party to formally question the timing and legitimacy of these notices.
Questions Over Form-7 Notices and Deadlines
Form-7 is specifically utilized under electoral guidelines to raise objections against the inclusion of a name or to seek the deletion of an entry from the voter list within a strictly mandated timeframe. Congress leaders argue that issuing such notices after the official deadline has passed raises profound questions about administrative integrity and due process.
"It was explicitly stated during the all-party meeting that the SIR process was being locked. Despite this, if thousands of Form-7 notices are being processed and dispatched, it severely compromises the credibility of the election machinery." — Rajendra Bhandari, Congress Leader
Administrative Response and Investigation
In response to the formal complaints lodged by the opposition, the state election office has initiated an inquiry and sought detailed explanations from the district election officers of the three concerned districts. Authorities are currently investigating whether the issue stemmed from technical glitches, software synchronization errors, or procedural oversights at the ground level. As the political temperature rises, the public and political stakeholders await a transparent resolution from the election commission.
