This decisive step by the government serves as a major warning to all agencies and individuals involved in misappropriating public funds and executing substandard infrastructural works.
Widespread Flaws from Katihar to Sasaram
According to complaints pouring in from various districts, the negligence of construction agencies has started showing visible results. The case of Rounia Panchayat in Katihar district is a prime example of this alarming trend. Here, a Panchayat Sarkar Bhavan was constructed at a hefty cost of approximately three crores, but shockingly, massive cracks developed in its walls within just a month of completion. Such rapid deterioration of a high-cost building directly points toward the use of substandard construction materials and blatant disregard for technical standards.
A similar situation has surfaced in Khaira Shahmal Panchayat of Sasaram in Rohtas district. Here, an attempt was made to hand over the incomplete building to the concerned department while cracks had already begun to surface on the walls. Local villagers and public representatives raised concerns, prompting the administration to act. Similarly, in Bhabua, acting on complaints of poor construction, the District Magistrate withheld the security deposit and due payments of the contractor while seeking an explanation from the executive engineer.
Minister Deepak Prakash Adopts Firm Stance, Spot Inspection in Jamui
Following a barrage of complaints from multiple districts, Panchayati Raj Minister Deepak Prakash decided to inspect the ground reality himself. During his official departmental tour to Jamui district recently, local residents lodged complaints regarding severe flaws in the construction of the local Panchayat Sarkar Bhavan. The Minister immediately visited the under-construction site to assess the situation firsthand. Expressing strong displeasure over the state of affairs, the Minister directed the accompanying officials on the spot to rectify the construction work immediately and strictly adhere to prescribed norms.
Departmental authorities believe that Panchayat Sarkar Bhavans are the backbone of rural development. These buildings are meant to provide birth-death registration certificates, pension information, and other administrative services to rural citizens right at their doorstep. If the foundational structure itself is weak, it poses safety hazards for the public in the long run. Following the minister's directives, a comprehensive list of all Panchayat Sarkar Bhavans facing complaints is being prepared across the state.
Scope of the Probe and Accountability
The extensive investigation initiated by the Panchayati Raj Department will encompass multiple critical aspects. The probe team will thoroughly examine the structural design, the quality of construction materials used, technical standards set by the government, and the original estimates (praakkalan). Furthermore, it will be verified whether the actual work was executed according to established norms.
