The Growing Political Debate Over Delimitation in Jharkhand
The politics of Jharkhand is witnessing a fresh debate over delimitation, caste census, and political representation of local communities. Recently, the Moolvasi Sadan Morcha held a crucial meeting in Ranchi, presided over by central president and Jharkhand activist Rajendra Prasad. The meeting focused on the state's current political scenario, upcoming delimitation processes, and ensuring proper political participation for indigenous Sadan communities.
Speakers at the meeting highlighted that local Sadans have faced political neglect for a long time. They argued that in many parts of the state, these communities do not get adequate representation in assembly and parliamentary elections proportionate to their population. To address this imbalance, the Morcha has started raising its voice and placing its demands before the central and state governments.
Demand for Population-Based Delimitation
Morcha Central President Rajendra Prasad clearly stated that the entire constitutional process of delimitation must be based strictly on population. If the delimitation is not carried out fairly based on demographic data, the government must take corrective measures. The Morcha has demanded that the headquarters of six assembly constituencies—Khunti, Simdega, Gumla, Latehar, Chaibasa, and Dumka—should be declared unreserved areas by the central government.
The Morcha argues that in these specific regions, the Moolvasi Sadan communities do not get a fair opportunity to contest assembly and parliamentary elections. Even at the panchayat level, they face hurdles in contesting elections for key posts like village head, प्रमुख, and district council chairperson. As an alternative, the Morcha proposed that urban constituencies like Ranchi, Dhanbad, Bokaro, and Jamshedpur should be reserved for tribal communities to balance out the representation.

Questions Over Assembly Seat Expansion
During the meeting, leaders expressed deep concern that even if the number of seats in the Jharkhand Assembly is increased from 81 to 160 in the future, the political standing of Sadans will not improve significantly. They alleged that if delimitation and seat expansion happen in an unconstitutional manner, reserved seats for tribes will increase in rural areas, while unreserved seats will increase in urban centers.
The Morcha leaders believe that outsiders and affluent people might take undue advantage of this process. They also accused sitting MPs, MLAs, and political parties of remaining silent on this sensitive issue out of fear of losing vote banks. No leader is reportedly showing the courage to raise the rights of Moolvasi Sadans in parliament or the assembly.
OBC Column in Census and Future Strategy
Apart from delimitation, the meeting strongly demanded the inclusion of a dedicated OBC column in the upcoming caste census. Leaders including Dhanjay Kumar Roy, Vishwanath Gop, and Mumtaz Khan asserted that no community welfare policy can succeed without accurate demographic data. They declared that the time has come for a decisive struggle to secure their rights.
The Morcha has decided to summon Moolvasi Sadans from across the state to Ranchi for a massive state-level convention. Following extensive deliberations, a future course of action and protests will be finalized against the government. This growing agitation could significantly alter Jharkhand's political landscape, given the substantial population of Sadan voters.
