Although born in Sweden, Neela spent her early childhood years in Ahmednagar, Maharashtra. Her father, Ashok Vikhe Patil, is a renowned educationist, while her uncle, Radhakrishna Vikhe Patil, is a cabinet minister in the Maharashtra state government. She pursued higher education at the Gothenburg School of Business, holding degrees in Economics, Law, and an MBA, along with studies at Madrid's Complutense University.

Remembering her late grandfather, former Union Minister Balasaheb Vikhe Patil, Neela shared how he nurtured her interest in politics and public policy from childhood. She recalled how he assigned her state and national budget documents to read and analyze when she was just 15 years old.
