Big Relief for Farmers: Clear Path for Rs 158 Crore Atal Bhujal Subsidy in Rajasthan
In a major relief for the farming community in Rajasthan, the long-pending subsidy payments amounting to approximately Rs 158 crore under the Atal Bhujal Yojana have finally been cleared. The state government has decided to disburse this pending amount using the State Disaster Mitigation Fund (SDMF). This move will bring immense relief to thousands of farmers who had completed the mandated water conservation and agricultural infrastructure works under the scheme but were left waiting for their financial assistance due to administrative delays.
The issue originated when many farmers invested their own resources to build farm ponds, diggis, micro-irrigation pipelines, and other water-saving structures. However, due to the closure of the scheme's implementation phase after October 15, 2025, and subsequent bureaucratic hurdles, the subsidy disbursements were halted. With the state government now stepping in to arrange the required budget, these farmers can expect financial restitution soon.
Understanding Atal Bhujal Yojana and the Payment Standoff
The Atal Bhujal Yojana, spearheaded by the Union Ministry of Jal Shakti, was implemented in 17 districts of Rajasthan starting April 1, 2020. The primary objective of the scheme was to improve groundwater levels, promote water conservation, and encourage efficient water use in agriculture. Farmers were offered subsidies for various activities, including farm ponds, diggis, irrigation pipelines, agricultural equipment, crop diversification minikits, sprinklers, and drip irrigation.
However, administrative bottlenecks and the conclusion of the scheme's timeline left a massive backlog of subsidies unpaid. Out of the Rs 158 crore pending, the Agriculture Department accounted for around Rs 90.91 crore, while the Horticulture Department accounted for approximately Rs 66.16 crore. With payments stuck for months, farmers who had taken loans or invested their personal savings faced severe financial distress.
State-Level Solution Initiated Under CM Bhajanlal Sharma
Following unsuccessful appeals to the central government due to formal administrative limitations on closed schemes, the Rajasthan state administration took matters into its own hands. Chief Minister Bhajanlal Sharma directed authorities to find an alternative state-level financial mechanism. Consequently, it was decided to utilize the State Disaster Mitigation Fund (SDMF) to clear all legitimate pending dues.

Budget Allocation and Verification Process Underway
Following financial department approvals, Agriculture Commissioner Naresh Goyal issued formal budget allocation orders to district councils and district agricultural officers. Authorities have been instructed to expedite the physical and document verification of eligible farmers to ensure smooth fund transfers. The disbursement process for the Rs 90.91 crore agricultural component has already been initiated, while separate actions are underway for the horticulture dues.
This proactive step by the Rajasthan administration not only rectifies a long-standing grievance but also reinforces the state's commitment towards sustainable water management and modern micro-irrigation practices among small and marginal farmers.
