New directive for primary teachers in Bihar regarding D.El.Ed qualification deadline
A major development has emerged from the education sector in Bihar, bringing strict norms for thousands of untrained teachers currently serving in primary schools. The state education department has made it clear that acquiring the Diploma in Elementary Education (D.El.Ed) is mandatory for all working teachers. Along with this, a strict timeline has been established within which this professional qualification must be fulfilled, failure of which could lead to termination of services.
This entire matter had been navigating through complex legal corridors and administrative reviews for quite some time. In light of recent Supreme Court directives, the state government has taken a decisive step. The primary education directorate has dispatched official letters to district education officers across all districts, instructing them to ensure strict compliance with these regulations. This administrative move has caused anxiety among teachers who have yet to complete their mandatory training.
March 31, 2015 cut-off date fixed for relief and applicability
The education department's notification specifies that March 31, 2015, will serve as the definitive cut-off date for this process. Teachers who were already in service on or before this date without possessing the required D.El.Ed degree have been granted a significant opportunity. The government has extended the deadline to August 31, 2028, allowing these untrained primary teachers adequate time to clear their professional examinations and secure the necessary certification.
The department has also asserted that no further extensions will be granted beyond this August 2028 deadline under any circumstances. Those hired prior to the March 2015 threshold fall under this protective window, provided they successfully upgrade their qualifications within the stipulated timeframe. Authorities believe this measure will ultimately elevate the standard of teaching and improve overall learning outcomes in state-run primary schools.
Strict action against untrained appointments made after March 2015
Conversely, individuals appointed after March 31, 2015, without possessing the mandatory minimum training qualifications at the time of joining face severe consequences. The education department has declared such appointments entirely invalid. District education officers have been specifically instructed to identify these cases and initiate formal procedures to terminate their services without delay, leaving no room for administrative leniency.
Crucially, the department clarified that even if such teachers subsequently acquired a D.El.Ed degree after their initial appointment, it would not legitimize their recruitment if it occurred past the March 2015 deadline. Such appointments remain legally void, and local authorities are actively reviewing personnel files to weed out non-compliant appointments across various districts.
Reinstatement process for teachers affected by Patna High Court orders
Amidst these stringent measures, relief is in sight for educators who previously lost their jobs due to judicial rulings. Following a Patna High Court order dated March 20, 2024, several untrained teachers had their services terminated. In adherence to subsequent Supreme Court directions, the education department has now ordered the initiation of processes to reinstate these affected teachers.
District authorities have been directed to restore these teachers to their positions so they can benefit from the extended window provided to clear their D.El.Ed credentials. This decision has renewed optimism among affected families. Senior education officials emphasize that administrative procedures are being expedited to ensure fairness for genuinely eligible teaching staff.
"In accordance with Supreme Court directives, untrained teachers in service prior to March 31, 2015, are granted until August 31, 2028, to complete their D.El.Ed, while appointments made thereafter without proper qualifications remain invalid." — Education Department, Government of Bihar
