Delhi, a city globally renowned for its rich historical and architectural legacy, is taking a major step forward to protect its crumbling past. From Mughal-era structures to ancient sultanate remnants, the national capital is dotted with numerous historical buildings that narrate the stories of bygone eras. However, due to a lack of maintenance and financial constraints, many of these architectural marvels have fallen into neglect. To address this issue head-on and preserve the city's cultural identity, the Delhi Government has officially notified a visionary scheme titled 'Hamare Smarak Hamara Gaurav' (Our Monuments Our Pride).
The Financial Framework of the New Scheme
Under this newly introduced initiative by the Department of Archaeology, registered voluntary organizations (NGOs), trusts, and other capable institutions can step forward to take charge of the conservation, restoration, and development of Delhi's protected monuments. The standout feature of this scheme is its collaborative financial model, designed to ease the burden on state coffers while encouraging public participation. According to the official notification, the department will generally bear 75 percent of the total project cost for approved restoration works.
To ensure active stakeholder investment and accountability, the remaining 25 percent of the project cost must be contributed by the organization undertaking the initiative. Furthermore, the government has capped the maximum financial assistance at Rs 2 crore per project per financial year, ensuring that substantial funds are available for major structural revamps without stretching resources thin.
Special Provisions for Category A and Government Projects
Recognizing that not all historical sites share the same level of architectural fragility or significance, the government has introduced graded tiers within the policy. For 'Category A' projects—which comprise highly protected and exceptionally sensitive monuments—the government's share of financial funding will increase to a staggering 90 percent, requiring the executing organization to chip in with only 10 percent.
Additionally, projects initiated directly by government institutions are eligible to receive up to 100 percent financial assistance under the scheme. This flexible and inclusive financial architecture ensures that no historical structure in Delhi is left to ruin simply due to high restoration costs or administrative hurdles.
Stringent Transparency and Eligibility Norms
To prevent the misuse of public funds and ensure that preservation works are executed to the highest standards, the Department of Archaeology has laid down rigorous vetting criteria for applicants. Organizations wishing to avail of the scheme cannot merely rely on verbal proposals; they must submit certified financial statements, detailed project cost breakdowns, registration documents, managing board details, and annual audit reports covering the past three years.
