Expanding Political Presence in the Hilly State
The Samajwadi Party (SP), which holds a formidable political grip in Uttar Pradesh, is now actively working to rebuild and strengthen its political footprint in the neighboring state of Uttarakhand. Ahead of the upcoming assembly elections, the party has begun revising its electoral strategies to regain its lost identity in the hill state. Political analysts believe that the primary objective of the party is to use the opposition 'India' alliance as a major platform to re-establish its political presence and contest crucial seats.
Party strategists argue that contesting all seats independently in Uttarakhand is currently a formidable challenge. Aligning under the banner of the alliance will not only increase the party's vote share but also prevent the division of opposition votes. However, no formal and final consensus has been reached yet between the Congress party and the Samajwadi Party regarding seat-sharing, though backchannel talks and discussions are ongoing.
Navigating Seat-Sharing Challenges and Options
The biggest dilemma for the Samajwadi Party in Uttarakhand is the seat-sharing arrangement. In the state, the Congress party is established as the principal opposition, and its organizational structure is significantly stronger than that of the SP. Thus, the number of seats Congress will leave for the SP remains a major question. If a respectable agreement is not reached in time, the SP has open options to either field independent candidates in selected pockets or strategize with other alliance members.
Historical Context and Past Electoral Performance
Since the formation of the state, the Samajwadi Party has struggled to put down deep roots in Uttarakhand. The party achieved its most notable success in the 2004 Lok Sabha elections when Rajendra Kumar Bari won the Haridwar parliamentary seat on an SP ticket. In that election, the SP secured a total vote share of 7.93 percent across the five Lok Sabha seats in the state, which remains its best performance to date.
However, following this initial success, the party failed to repeat its performance. In successive assembly and Lok Sabha elections, the SP's vote share witnessed a steady decline. In the inaugural 2002 assembly elections, the party secured 6.3 percent of the votes without winning a single seat, which gradually dropped to around 5 percent in 2007, 1.4 percent in 2012, 0.4 percent in 2017, and hovered around 0.3 percent in the 2022 elections.
Focus on Social Justice and Reservation Issues
Rather than relying solely on political alliances, the Samajwadi Party has devised a strategy to connect with common citizens through burning local social issues. The party has decided to raise the demand for bringing artisan (Shilpkar) and cultivator (Kashtkar) communities within the purview of reservation, following the recommendations of the Mandal Commission. The SP believes this policy demand will directly benefit a vast segment of the state's population.
