EVM Crisis Looms Over West Bengal Municipal Elections

A major administrative challenge has emerged ahead of the upcoming local body elections in West Bengal, as the State Election Commission is grappling with an acute shortage of Electronic Voting Machines (EVMs). To address this critical resource deficit, the commission has once again knocked on the doors of the Calcutta High Court, seeking urgent judicial intervention to release sealed voting machines.

The commission has emphasized that without a swift resolution to the ongoing legal petitions, conducting the civic polls within the stipulated timeframe will become practically impossible. This administrative bottleneck has raised serious concerns regarding the timely execution of the democratic process at the grassroots level.

Legal Petitions and Sealed Machines Behind the Shortage

According to the submissions made by the commission, a significant number of EVMs have been kept under strict judicial seal in various warehouses due to pending legal petitions related to previous electoral cycles and the 2026 assembly elections. Under existing legal protocols, these machines cannot be repurposed for new elections until the respective court cases reach a formal conclusion.

Consequently, the election body finds itself short of the necessary equipment required to conduct elections across multiple municipalities scheduled for November and December. This shortfall threatens to disrupt the meticulously planned electoral calendar.

Uncertainty Over November-December Civic Polls

Local body elections are vital for maintaining administrative continuity and local development in urban areas. With the terms of several municipalities expiring towards the end of the year, the commission was fully geared up to conduct timely elections. However, the lack of accessible EVMs has thrown a wrench into these preparations, creating uncertainty for both officials and local citizenry.

Matter Placed Before the Division Bench

Seeking a way out of this deadlock, the State Election Commission mentioned the matter before the division bench comprising Chief Justice Ravindra V. Ghuge and Justice Om Narayan Rai. The bench has indicated that the urgent petition is likely to be taken up for hearing next Tuesday. The outcome of this hearing will determine whether the civic polls can proceed as originally scheduled or face a necessary delay.
