Bihar Minister for Information Technology and SC/ST Welfare, Santosh Kumar Suman, has raised a crucial and sensitive question regarding the distribution of reservation benefits. Following the eye-opening data from Bihar's caste survey, the debate over how reservation benefits can reach the person standing at the very end of the line has intensified.

The Disparity Revealed Through Data

Suman questions why the benefits of reservation have failed to reach those who need it the most, nearly eight decades after B.R. Ambedkar envisioned the framework. He argues that sub-classification does not mean dismantling reservation, but rather ensuring a more equitable distribution among communities that have received the least benefit so far.

According to the caste survey data, while Musahars constitute about 3.08 percent of the state's population, only 0.26 percent of them hold government jobs. In contrast, communities like Dusadhs and Ravidas have fared significantly better, with their share in government jobs aligning much closer to the state average.

Political Reactions and NDA Dynamics

This demand has created some unease within the ruling National Democratic Alliance (NDA) in Bihar. With leaders like Chirag Paswan representing communities that currently hold a larger share of the quota, the political ramifications are widespread. However, Suman maintains that this is a legitimate demand for the rights of the marginalized half of the SC list.

Citing examples from states like Haryana, Andhra Pradesh, Telangana, and Tamil Nadu, Suman advocates that sub-categorization based on empirical data is a proven and fair path toward true social justice.
