In a significant move to enhance transparency and credibility within the electoral process, the Election Commission of India (ECI) has announced seven major policy reforms for voter lists. Prompted by intense opposition scrutiny and internal reviews, these changes aim to curb discrepancies and make the identification of fake or duplicate voters much more efficient. The new guidelines are being implemented as part of the Special Summary Revision (SSR) across 17 states and union territories.
Searchable Digital PDF Voter Lists
Opposition leaders, including Congress leader Rahul Gandhi, had repeatedly criticized the poll body for previously supplying voter lists in scanned image formats, which rendered digital detection of fraudulent entries nearly impossible. Addressing these transparency concerns, recognized political parties will now receive both draft and final voter lists in 'searchable' PDF formats during all stages. However, to protect individual privacy, these digital copies will not contain voter photographs. Additionally, the commission will now provide supplementary lists detailing added, deleted, and modified names along with the draft list.
Curbing Malpractices and New Form-7 Limits
Following widespread complaints regarding malicious attempts to delete legitimate voter names through bulk fraudulent form submissions, the ECI has capped the submission of Form-7. An individual can now submit a maximum of only 10 Form-7 applications during the claims and objections period. For voters flagged with discrepancies, Booth Level Officers (BLOs) will conduct physical house-to-house verifications, sparing citizens from unnecessary visits to official offices.
Independent IIT Review and Youth Registration
To address concerns surrounding digital management and backend data security, an independent committee of IIT experts will thoroughly review the commission's digital portal infrastructure. Meanwhile, a special registration drive will target young citizens turning 18 by January 1, 2027, ensuring high inclusion rates ahead of upcoming electoral battles.
