IRDAI Eyes Motor Insurance Overhaul to Protect Vehicle Buyers

The Insurance Regulatory and Development Authority of India (IRDAI) is stepping up its efforts to reform the motor vehicle insurance sector, following similar initiatives in health insurance. Typically, when buying a new car or bike, customers purchase insurance directly from the dealership without exploring alternative options or comparing premium rates across different companies.

To curb this practice and bring complete transparency, IRDAI has introduced a public consultation paper titled 'Recalibrating Economics of Insurance Distribution'. If these proposed norms are finalized, vehicle owners will enjoy a wider array of choices, better price transparency, and freedom from dealership dependency when insuring their vehicles.

Tackling High Commission Costs and Dealership Monopolies

The regulatory body has raised serious concerns over the high commission percentages prevalent in motor insurance sales, which can range anywhere from 13% to 50%, with an overall average hovering around 24%. Data shared by the regulator shows that Original Equipment Manufacturer (OEM) brokers and Motor Insurance Service Providers (MISPs) collected roughly Rs 29,000 crore in premiums through various channels, out of which about Rs 7,050 crore went toward commissions.

IRDAI's primary question addresses whether such exorbitant commissions are justified for insurance products that are relatively straightforward and require minimal advisory services. These inflated costs ultimately translate into heavier financial burdens for everyday vehicle owners who pay higher premiums.

Direct Access Through Digital Platforms and Bima Sugam

A key proposal in the draft is to make motor insurance products available through Market Infrastructure Institution (MII) digital platforms, including initiatives like Bima Sugam. These platforms aim to give consumers direct access to competitive quotes and alternate policies from various insurers without relying solely on automobile showrooms.

Dealerships may soon be required to clearly display QR codes and alternative insurance options in showrooms, ensuring that vehicle buyers are well-informed of their right to purchase policies outside the dealer's recommended network.

Cashless Repair Reforms and Conclusion

Another major relief for vehicle owners involves cashless repair services. Under the proposed norms, a dealership cannot refuse cashless repair services simply because the customer purchased their motor insurance policy from a different provider. While these rules are currently open for public consultation and feedback until late October, the prospective overhaul promises to reshape the motor insurance landscape significantly in favor of common consumers.
