CRPF Considers Major Structural Shift After Three Decades

The Central Reserve Police Force (CRPF), India's largest paramilitary organization, is undertaking a comprehensive review to reintroduce the military ranks of 'Lance Naik' and 'Naik' for its lower-tier personnel. The force headquarters has dispatched a formal proposal to all its regional units and battalions, directing them to gather feedback and suggestions from jawans and field officers within a tight timeframe of 48 hours.

With a total strength of approximately 3.25 lakh personnel, the force has faced long-standing concerns regarding stagnation at the constable level. Personnel joining the ranks often experience prolonged delays before securing their first career advancement. Restoring these intermediate ranks aims to inject renewed motivation and structured growth opportunities into the lower hierarchy.

Background of the 1997 Abolition of Ranks

The traditional military-style ranks of Lance Naik and Naik were originally a part of the operational structure within central police organizations. However, on October 10, 1997, the Union Ministry of Home Affairs issued an administrative directive that abolished these specific posts to streamline salary structures and grade hierarchies. During that restructuring, the Lance Naik rank was merged into the Constable cadre, while the Naik rank was assimilated into the Head Constable category.

This historical decision eliminated the intermediate stepping stones between a standard constable and a head constable. Consequently, promotion pathways became heavily stretched, leading to growing grievances among service personnel over the decades. The current initiative to revisit the system marks a potential turning point in addressing these structural limitations.

Addressing the Current 22-Year Promotion Wait

Under the existing operational framework, a newly recruited constable in the CRPF typically has to wait between 22 to 25 years to secure their initial promotion to the rank of head constable. This extended period of service without upward mobility has often impacted troop morale.

The proposed framework seeks to bridge this wide gap by introducing intermediary steps. Initial deliberations suggest that jawans could potentially become eligible for the Lance Naik rank upon completing five years of service, followed by the Naik rank at ten years, before moving on to the head constable tier later. Such incremental recognition is expected to significantly boost enthusiasm among the ranks.

Facilitating the Integration of Retiring Agniveers

The timing of this structural reform is also closely aligned with broader defense integration policies. The inaugural batch of Agniveers, who complete their four-year tenure under the Agnipath scheme, is scheduled to begin retiring later this year. These individuals will subsequently become eligible for recruitment into the Central Armed Police Forces (CAPFs).

By reinstating ranks that align closely with military nomenclature, the CRPF intends to create a more familiar and cohesive operational environment for incoming ex-servicemen. This transition is expected to facilitate better assimilation of disciplined military personnel into the paramilitary framework.

Next Steps and Final Decision Awaited

While the proposal has generated significant discussion across field units, senior officials emphasize that final decisions remain pending. Feedback collected from various sectors will be consolidated and placed before competent authorities for formal evaluation. If approved, this move will mark a historic administrative overhaul within India's premier internal security force.
